I went to change a flat tire to this  \"Cinco Tires & Auto\".   The owner/cashier come to me and said he didn't have one for my car, he offered me a \"good used tire\" for $45.00    I had no choice I told him ok.  After he installed, the tire started to shut air all over the place and was ripped from the side. Clearly it was a flat tire he was offering me for $45.00 !!   So he said that was the only tire he has, but he can repair it and put it back for the same price!!  Are you kidding me??!!!!     I told him instead I will like my flat tire back.  He got very rude because he couldn't rip-me-off $45.00 and he put it back tire. Then when he finished he told me, its $20.00 for that!!!   .....  What???  I asked him $20.00 for what???  His response was \"This is a business, nothing is free\"I always avoid wasting more time, so I said fine I don't have any cash, but here is my credit card.  I just wanted to leave that places as soon as possible.Well, I handed my credit card and he refused to honor my signed credit card!!!!    He said unless I would present him with an \"ID.\"   Ok, good I handed him my drivers license and he said he can't accept that because it wasn't a California Driver License!!!  Unbelievable!!!  Really??  did I heard right?  I got enough I told him that I didn't need to show any ID at all, because I have already signed on the back of the card and he can just check my signature. (which is true according to visa policy) I told him you can call or check visa to verify what I said.  However, he said it was his business policy and tried to intimidate me by yelling at me and threatened to call the police to arrest me because I was \"refusing\" to pay!!!!!.   I replied, since you had my credit card & my driver license, I not refusing to pay, you are refusing to accept the payment\"  I told him to go ahead and call the police so this can be resolved.  Then he went to his copy machine and copy my drivers license!!!  I asked him what he was doing and he said that the only way to accept my card will be if he take a copy of my DL.  Then he proceed charge my credit card an extra $2.00 and he said was credit card checkout fee.After that terrible experience, I read about merchant guidelines and according to them this is a direct violation of the Visa and Master Card merchant guidelines and violate the State of California law.  http://www.privacyrights.org/fs/fs15-mt.htm#2Also I was little worried about him having a copy of my ID, but I make a report to the credit agencies and also reported to the credit card company.IF YOU WANT TO AVOID PAYING $22.00 FOR NOTHING, HAVE YOUR IDENTITY STOLEN OR HAVE THE SAME EXPERIENCE WITH THIS DUMB GUY.   DO NOT GO THERE!!!! I just spoke to the owner over the phone and she was so rude I could imagine dealing with her in person.  I called to ask her a question and she yelled at me, talked over me and hung up in my face.  In an economy where business is hard you would think she would treat customers better.  I would never recomend this place to anyone.  DONT GO HERE!!!!","rating":1,"date_published":"2011-13-10"}]}
