> I was a former teacher at this agency.  My experiences in this agency are both negative and good.  Good in a sense that I gained the experience I needed in order to move on, but negative in a sense where staff isn't appreciated, nor respected.  Upper management is clearly incompetent and hostile with lower level staff.  Human Resources has become part of the issue and it is clear to me that they have become accomplices in the issue.  I have seen myself and other staff members experience harassment and intimidation by managers.  It is clear to me that Orange County Head Start needs and requires an investigation for fraud, harassment towards staff, and other illegal activities that have been occurring for the last 5 years.
